IGE accepts requirements at any time, but IGE will re-order them according to 
internal criteria (e.g., how many users want this, or how difficult/easy it is 
to implement, etc.).

The deadline for possible uptake of new requirements into the next 6 months 
development cycle is 1 month and 2 weeks before the start of the cycle. Here 
are the deadline dates:
cycle 2: February 14th, 2011  [passed in the meantime -- MD]
cycle 3: August 15th, 2011
cycle 4: February 13th, 2012
cycle 5: August 13th, 2012
