Virtual site: It seems it is very complicated. But it is possible to have an NGI dedicated site where you declare all the core services including the tools.
What about services to VO like a VO dedicated nagions or dedicated database or vo dashboard? What thresholds should apply there?

There is a difference between catch all services and dedicated to VOs. We could provide thresholds but add that an RP-VO agreement may ask for different thresholds.
