Annabel Grant Email (D8.4 Reviewer)

Hello and good afternoon.  My review of the DIH is now completed with comments and suggestions for improvements  in the document – I fully concur and agree with Dale’s comments.

A couple of more general points for the authors:

  1. IMHO Insufficient thought or mention to sustainability of DIH. Ie. I would have given more weight to interactions with eosc governance mechanisms – as they are likely to hold future funding.  And perhaps to think about including DIH in future tenders as a core part of EOSC?
  2. Unclear what has been retained from eosc hub and what is new. Ie. From the extensive list of lessons learned / swot/pestle – what is being done differently? What is new and what builds on existing mechanisms.  Which parts of the strategy are new?  This is quite unclear and should at least be referenced (as a large part of the first part of the document talks about what was done in eosc hub)
  3. Far too much reference and time for a new monitoring and evaluation system is implied.  Surely this was existing and we are just adapting and/or improving from eosc hub?  This deliverable implies that nothing exists already – which is of concern.  I would like to see more time devoted to actual monitoring and evaluating of the business pilots themselves rather than more new systems and processes.  The mechanisms described seem overly complicated and academic.

Finally, and notwithstanding the comments above, overall a very well written, referenced and detailed deliverable. 😊

Dave Heyns Email

Dear Ron,

I have just had a late summer catch up call with Sy on the current activities in T8.2 pertaining to the Digital Innovation Hub and co-creation opportunities with commercial start-ups/SMEs.

Sy will be working closely with Monique and the Business Desk in T8.1 to resolve any potential procurement issues. Once the deliverable D8.1 (catalogue of services already available through EOSC related frameworks) has been published (imminent, in review), Monique will be coordinating a survey across all WPs, and potentially other EOSC related entities, to identify commercial services that are required by this community but for which there is no procurement/distribution mechanism at this point. This survey will include a section on innovation/co-creation as defined by Sy and the DIH team. The feedback from the survey will be clearly analysed and documented in T8.1’s second deliverable D8.2.

Once we have a clear understanding of what services require procurement, Monique and her team will design and implement innovative mechanisms based on the nature and availability of these services/opportunities. We are currently using a DPS (Dynamic Procurement System) to stimulate the development of the provider community of Earth Observations services (immature start-ups/SMEs) in OCRE. The flexible nature of the DPS allows potential providers to respond to research requests for services in a continuous process and could well provide a PoC for related activities in EOSC Future.

I thought that I would drop you this note, and copy the various interested parties, to assure you that WP8 is currently immersed in this analysis, and that the Business Desk in T8.1 is focused on the broader potential EOSC services procurement and distribution business models. I would suggest that both Monique and Sy join your temporary working group focused on the preparation of the M6 review.

Best regards

Dave
